Configure # of parallel tests run

As a mabl user, I want to be able to configure the number of tests that are run in parallel so that I don’t accidentally overload an environment with load that it is unable to handle.

Rather than having to move your tests into separate stages, it would be nice to configure the number of tests that can be run in parallel so that it doesn’t overwhelm environments that are not setup to handle that amount of traffic. Examples would be running your tests in a Dev environment vs a Prod environment.

Configuration for this setting could be set at possibly the plan level or maybe the environment level.

    Interesting as we using a lot of ressources in parallelization, but it isn't clear how it would be managed or how it would react when overloaded.

    Would it be just a limitation that blocks the addition of more than X tests in a specific stage, or would it accept as many test as we want and then execute only a part of them and then execute more when slots are available (which would be almost exactly like a stage distribution but inside a specific stage)
